How Would You Manage Pond?

KPVillas common areas includes a retention pond that receives rainwater from the streets and land runoff. When the retention pond overflows, it spills into the County's adjacent retention pond to the south.

Around the KPVillas retention pond are invasive plants that are hindering the natural growth of native plants. If the invasives were eliminated, how would you then mend the pond? What would fill the gaps and prevent the return of nuisance growth?
